新冠肺炎疫情發(fā)生以來(lái)，合肥市多措并舉，科學(xué)防治，依法防控，全市疫情形勢(shì)目前總體向好。截至2月29日，已連續(xù)9天無(wú)新增確診病例和疑似病例，全市被列為“無(wú)高風(fēng)險(xiǎn)地區(qū)”。然而，過(guò)去幾天里，全球新冠肺炎病例和發(fā)生疫情國(guó)家的數(shù)量持續(xù)增加，這一現(xiàn)象令人擔(dān)憂(yōu)。

病毒無(wú)國(guó)界。無(wú)論您來(lái)自哪里，防范新冠肺炎疫情都是大家共同的責(zé)任。合肥作為大家共同的家園，需要我們攜手并肩，共同守護(hù)。在此，我們向您提出如下建議：

1、抵達(dá)合肥前，請(qǐng)您主動(dòng)向邀請(qǐng)方、用人單位或居住地社區(qū)提前報(bào)告身體健康狀況、抵肥時(shí)間和行程等信息，方便各地提前為您做好安排。

2、抵達(dá)合肥時(shí)，請(qǐng)您主動(dòng)按規(guī)定填報(bào)健康申明卡,如實(shí)申報(bào)健康信息及有效聯(lián)系方式，服從當(dāng)?shù)卣嚓P(guān)部門(mén)體溫檢測(cè)、證件查驗(yàn)、醫(yī)學(xué)觀察等防控管理措施。

3、居家或集中醫(yī)學(xué)觀察期間，請(qǐng)您加強(qiáng)自我防護(hù)，正確佩戴口罩，勤洗手、常通風(fēng)，保持良好衛(wèi)生習(xí)慣。集中醫(yī)學(xué)觀察相關(guān)費(fèi)用將由您個(gè)人承擔(dān)。醫(yī)學(xué)觀察期間，用人單位或轄區(qū)政府將向您提供必要協(xié)助和服務(wù)。

如您有發(fā)熱、咳嗽、乏力等異常癥狀，請(qǐng)及時(shí)撥打“120”電話(huà)，急救中心會(huì)安排救護(hù)車(chē)接您前往就近發(fā)熱門(mén)診接受觀察救治。如有新冠肺炎防控相關(guān)問(wèn)題咨詢(xún)，請(qǐng)您撥打“12320新冠肺炎咨詢(xún)”熱線。

4、醫(yī)學(xué)觀察期滿(mǎn)，身體狀況正常的，所在單位或轄區(qū)政府將為您出具觀察期滿(mǎn)證明，及時(shí)解除醫(yī)學(xué)觀察。

5、請(qǐng)您及時(shí)關(guān)注合肥市人民政府關(guān)于疫情防控的相關(guān)通告。

長(zhǎng)期以來(lái)，你們對(duì)合肥的經(jīng)濟(jì)建設(shè)、社會(huì)發(fā)展和對(duì)外友好交流合作作出了突出貢獻(xiàn)，對(duì)此，我們時(shí)刻銘記。上述措施，系非常時(shí)期的非常舉措，希望得到您的理解與配合。

A Letter to Foreigners in Hefei

Since the outbreak of COVID-19, Hefei has taken great measures to prevent and control the epidemic in a scientific and law-based manner. Currently the situation is turning better on the whole. As of Feb. 29th 2020, Hefei has achieved a zero-increase of confirmed or suspected cases in 9 consecutive days, and it has been listed as “no high-risk area”. In the past few days, however, the world has seen a continuous increase in terms of new cases of COVID-19 and the number of affected countries, which causes much concern.

As we all know that viruses know no borders. No matter where you’re from, it is a shared responsibility for you with us to fight and contain the COVID-19. Hefei, is our shared home. We should stand together and fight together to keep our home safe and sound. We hereby propose the following five initiatives.

1. Before you arrive in Hefei, please inform your health conditions, arrival time and itinerary to the unit that invites you, the enterprise that employs you or the community where you stay, so that they can make necessary arrangement for you in advance.

2. When you arrive in Hefei, please fill in the health registration card as required, truthfully provide your health conditions and valid contact information, and follow the prevention and control measures such as temperature detection, certificate inspection, and medical observation conducted by relevant local government departments.

3. In case you’re under medical observation, no matter at home or at centralized quarantined spot, please raise your self-protection awareness, wear masks correctly, wash hands frequently, ventilate your room regularly, and maintain good hygiene habits. The relevant costs of medical observation at centralized quarantined spot will be borne by yourself, and your employer or the local government where you stay will provide necessary assistance and services during that period.

If you have such symptoms as fever, cough and fatigue,and/or anything abnormal, please dial “120” in time, and the emergency center will arrange an ambulance to pick you up to the nearest fever clinic for observation and treatment. If you have any questions on the prevention and control of the COVID-19, please dial our hotline “12320”.

4. When your physical condition is normal after the period of medical observation, a proof to certify that you have completed the observation period will be issued, by your employer or the local government and the medical observation measures will be removed.

5. Please follow closely relevant notices related to the epidemic issued by Hefei Municipal People’s Government.

Over the past years, foreigners in Hefei have made outstanding contributions to Hefei’s economic construction, social development and international friendly exchanges and cooperation, which we were, we are and we will keep in mind. The above-mentioned measures, are emergency measures in such an emergency times and we need your understanding and cooperation.

No winter of mountains is insurmountable, and no spring of brightness will not fall on the earth. Join hands and the future will be a better one!

新型コロナウイルスによる肺炎感染が発生以來(lái)、合肥市は多方面から措置を取り、科學(xué)的な予防と治療を行い、法に則って予防·抑制を進(jìn)め、現(xiàn)在全市の疫病抑制が全體的に良い傾向になっています。2020年2月29日まで、合肥市では感染者と感染が疑われる人の増加數(shù)は連続で9日間ゼロであり、「ハイリスクがない地域」と認(rèn)めされました。ところが、この間、全世界で新型コロナウイルス肺炎の感染者數(shù)と疫病が発生する國(guó)數(shù)が持続的に増加し、懸念されます。

ウイルスの拡散には國(guó)境はありません。どの國(guó)や地域から來(lái)られるかには問(wèn)わず、疫病との闘いは私たちの共通の責(zé)任となっています。手を攜え肩を並べ、共に都市の安全と皆様のご健康を守りましょう。以下の事項(xiàng)について、改めて皆様のご協(xié)力をお願(yuàn)いいたします。

1．合肥市に到著する前、自ずから前もって招聘先、勤務(wù)先、あるいは所在地のコミュニテイに自分の健康狀況、到著予定時(shí)間とスケジュールなどの情報(bào)をご連絡(luò)ください。

2．合肥市に到著した後、自ずから規(guī)定通りに健康申告カードを記入し、如実に健康狀況と有効な連絡(luò)先を申告し、當(dāng)?shù)卣v連部門(mén)が要求された體溫測(cè)定、書(shū)類(lèi)確認(rèn)、醫(yī)學(xué)的観察など抑制管理対策にご協(xié)力ください。

3．在宅隔離や集中醫(yī)學(xué)的観察の際、ご自身の予防対策を強(qiáng)化し、正しくマスクを著用し、常に手を洗い、窓を開(kāi)けて換気し、良好な衛(wèi)生習(xí)慣を維持してください。また、醫(yī)學(xué)的観察の場(chǎng)合、関連費(fèi)用をご持參お願(yuàn)いします。勤務(wù)先や所在區(qū)の政府ができる限りの協(xié)力やサービスを提供いたします。

もし発熱、咳、倦怠感などの癥狀が出る場(chǎng)合、直ちに120番をおかけください。救急センターは救急車(chē)を手配し、最寄りの発熱外來(lái)診察へ運(yùn)び、受診させます。もし新型コロナウイルス肺炎の予防·抑制に関するご質(zhì)問(wèn)がある場(chǎng)合、新型コロナ肺炎のお問(wèn)い合わせホットライン（12320）へご連絡(luò)ください。

4．醫(yī)學(xué)的観察期が完了し、健康だと判斷された場(chǎng)合、勤務(wù)先や所在地の區(qū)政府が「醫(yī)學(xué)的観察期満」の証明書(shū)を発行し、タイムリーに醫(yī)學(xué)的観察を解除します。

5．合肥市人民政府が発表した防疫情報(bào)や通告を常にご注目ください。

長(zhǎng)い間、合肥市の経済建設(shè)、社會(huì)発展と対外友好交流協(xié)力のためのご盡力とご貢獻(xiàn)を肝に銘じます。上記は今回の新型コロナウイルス肺炎を予防·抑制するための特別対策で、ご理解とご協(xié)力お願(yuàn)いいたします。
